How do I adjust counter steer?

On the Hyper, either by sliding the rack box on the front axle to the right or left, or simply by adjusting the two steering rods, make one longer and the other shorter.

We are taking the wing off this weekend. On the Hyper set up info it suggest increasing the counter steer 50%. I am not real clear on how to measure the 50% more.

Not 50%, but 50 degrees. So best thing to do is to put on a 5 on 2 LF wheel, this is a 2" inner wheel half that will allow more counter steer, if you do that, and then make sure your LF will turn until it almost\craps the spring or torsion arm, then you are good.
